The CoE on the left is much better than the one on the right. The CoE legendary effect is a straight up multiplier and you'll get much more value from the 48% difference in the legendary effect than you would from the main stat, crit chance, and crit damage increase on the ancient CoE.

COE 200% is only active a really small portion of the time. So the 48% difference is really a lot less difference in OVERALL damage, as where the intelligence and crit hit damage are always 'active'
