You realize also that this was an abandonment of federal Posse Comitatus law which bans the of soldiers in law enforcement. Apparently there were bombings in 1917-20 during the Red Scare where the security threat was greater, as it killed hundreds, but whole cities were not shut down. Most of the people's liberties were respected with an exception of just a set of warrantless searches.
The good news, is that I hear veteran police investigators reject this approach and claim that it wasted resources. Don't blame it on the police though, it's the politicians that demanded this.
