he was the first pick of the draft by the Tampa bay buccaneers. round 1, selection 1. he didn't report and the raiders drafted him the next year in the 7th or some later round and he signed with them. Tampa got zilch and lost the #1 pick.

it was the same garbage that smellway did and started. by refusing to sign with the weak team that drafted him, Jackson got rewarded and got to play for a strong team, which gives him better stats comparatively. and the raiders end up getting the #1 draft pick essentially for free when you know they were talking to him under the table. if people knew he was planning to re-enter the draft he wouldn't have been drafted so late.

now imagine being a chiefs fan in that era. the broncos got a free qb who was the #1 pick by cheating and now the raiders get a #1 pick for the cost of only a late round pick. it was ridiculous how badly the concept of fair play was being abused by those two teams and is why many fans will always despise the broncos and raiders.
