The 9ers wouldn't play their hand 3 weeks before a deal can even be done. They have 3 weeks to drive up the price for Alex Smith. They're not going to "settle".

That isn't true, if memory serves me correctly, they have until the first week of march to work a deal out, or release Alex to save the cap room. That start of the NFL season has nothing to do with what the 49ers are trying to do here, which is save money and get some value out of Alex.
What this sounds like to me, is that the Chiefs are offering their 4th round draft pick, the niners want a 3rd despite the Chiefs actual numbered selection being a 3rd rounder basically, and that both teams have basically agreed to a deal on principal with the stipulation that the 49ers can continue to try and make a deal for the 3rd rounder they want. And have announced "stuff" to drive up the price hoping someone comes in for a 3rd.
