The cost of the class, to the FFL, would likely be offset by the purchases of peripherals like safes, holsters, snap caps, defensive ammunition and the such.

If the cost is covered by the FFL, then that cost is going to be instantly passed to the law abiding consumer anyway. The FFL isn't going to absorb that cost just to be a nice guy....
