This is an overly simplistic reading of Woodward's book. Obama changed the terms of the deal and Boehner couldn't hold the GOP coalition on it, so he scuttled Obama's change.
The only reason they were dealing anyway was because the GOP made the unprecedented move to hold the economy hostage in the wake of the debt ceiling.
The lack of a deal meant that the Democrats and Obama signed onto 1.4 trillion in a deal until the GOP released the hostage, along with the fiscal cliff/sequester.
