I mean, the guy is an absolute beast and is non-stop, but you'd have to run a 46 version of the 3-4 defense if you want to keep your current personel and add a guy like Werner (but then you've kind of got that same guy in Hali and Houston). It ain't gonna happen though. I think he could legitimately go to Jacksonville at #2.
If jacksonville is smart, they'd draft him and then snag whatever QB was available or trade up.
