He killed his girlfriend... likely a crime of passion.
People who do that aren't mass murderers. Belcher lost his mind for a moment, likely regretted what he had done, and panicked. He's a murderer, but crimes of passion are complicated and not the same as simple cold-blooded murder.
What I'm saying is that he likely was more of a danger to himself in a state of panic and regret at that point than a danger to anyone else.
