However, over 10% of the population are elderly (retired)..they don't pay payroll or income taxes. 6.9% are non-elderly and make under 20,000 (this includes many GI's). 28% pay payroll taxes that go toward SS and Medicare, but end up after deductions not paying federal taxes. That leaves 1% as "others."

I am sure that there is a certain amount of responsibility that needs to be owned up to by a lot of folks sucking it from the Government.
As far as I am concerned, if you have 2 minor children, and are on the system, and you need to hook up a third, fine, you surrender your reproductive rights at that point.
