If the schools are down on enrollment, then it's money in their coffers. If the students are paying out of their pocket (family's pocket)...win/win. (Assuming work permit, etc.) They should only be allowed to attend if they're not displacing a U.S. citizen, either in-state or out-of-state.

BUT: IN NO WAY, SHAPE OR FORM SHOULD THEY RECEIVE ONE CENT OF TAXPAYER MONEY TO FUND THEIR EDUCATION. AND THEY SHOULD NOT RECEIVE PREFERENTIAL TREATMENT IN ADMISSION BASED ON THEIR ETHNICITY. PERIOD.
