They tried that in trial runs. It was a disaster. The store employees didn't understand, it made the lines longer for the paying customers. People were paying customers (usually other young people) to buy the items not on the list. But, the reason it didn't get adopted was the grocery stores noncooperation going forward. They had too many pissed off paying customers waiting in lines. Not a single one said they would participate in the next round of the trials.
