Careful what you wish for, Texas although claiming no "state" income taxes does a pretty fair job of gouging their residents in every other way possible. Imagine when everything they get from the Feds is gone (medical and scientific research in particular).

Sure private funding would fill in some of the gaps, but basic researchers would flea in droves out of MD Anderson and Texas Southwestern two of the most prestigious research organizations in the US.
