To say his ceiling -- a term used for the highest level of play that a player can possibly achieve -- is a mediocre game manager is just flat-out incorrect.
In my opinion, I see his ceiling as a Matt Schaub-like QB.

Trent Dilfer was outstanding in the 2000 SB against the Giants, and came up with some huge plays in the playoffs in that SB run.
Total body of work tells us he was a mediocre game manager.
