This is pretty silly. Whether or not Walt's product is being presented as being sold on the street in undiluted form or not, the greater the purity of the wholesale product, the more it can be stepped on downstream, the greater the profit, and yes, the more loyal the customer. The fact that the show doesn't choose to address the nuts and bolts of drugs at the retail level is irrelevant. It isn't a documentary about how drugs are made and sold.
