Does Skyrim have skill atrophy? Ie, if you build up a skill, then not use it, does it start to drop?

I've been wanting to try Skyrim, but am waiting for the price to drop a bit. Steam had it on sale for $40 a while back, and I've been kicking myself for not getting it then.
