All of Liddy's last calls before getting killed were to Quinn...
I'm not sure how he got off the hook so easily just because the blood on his shoes wasn't a match...makes no sense to me.
Now if they decided there wasn't enough evidence I guess that's one thing...but again...too many loopholes in this damn season.

If they can't pinpoint him there at TOD, and if the blood on the shoe doesn't match, the only thing they know is that he's been in contact with him. It makes him a person of interest, but without a murder weapon or a motive (and with Deb going on record as seeing Quinn "prep" him for his Union meeting) there's nothing to suggest that they didn't have an amicable relationship.
Everything else would be circumstantial.
