Generality speak here, haven't seen 'An Education'
But I think the standard for 'bigotry' or 'stereotyping' should be if the medium is presented in a manner that trends the viewer to muse that there is a broader 'type' of person that acts much like the character on an ethnic basis.
ie, if you watch the movie and see the bad guy as a singular character, it one thing, and it's another altogether if you see the bad guy as representing a broader type. Compare the character of Hannibal Lecter to Mookie in DtRT.
