Both of the Mesas are in limbo still, and that money is spendable from now until the next period.
Maybe they’re waiting to spend on one of them or expect another player from Cuba/etc to hit he market over the winter.
They handed out a few medium-sized bonuses and also have to count the 750k they spent on del Rosario and Juan Carlos Negret against this period.
