It does happen with other teams but I'm not sure the level of suckage in the AFC east for so many years has ever been duplicated by any other division. It's literally going on almost 20 years now. Favre played 1 year for the Jets in '08 prior to that the last decent QB in that division was Marino and he retired in 1999. Pennington was the only other QB who you could say was mid level starting caliber and he was usually injured.

Peyton had some easy years too, but they also had a lot of years where Tennessee and Jacksonville were pretty good.

San Diego had a pretty good run too from '06-'09 when the AFC west was terrible.

With New England it's every year. Usually 3 weeks into the season the J.V. teams are already 0-3 or 1-2 and Belichik can cruise and focus on the 1-2 meaningful games on the schedule.
