Culture is going to be in the Exchange District. There's a (small) French quarter called St. Boniface. The area where younger people hang out is The Village (Osborne Street) There's a decent art gallery. Assiniboine Park has a zoo, if you've got kids. Assiniboine Downs is a horseracing track.
Fort Garry Brewing makes good microbrews, highly recommended, but anyplace in Canada where you put a beer to your lips (bar, restaurant, etc) you're going to be paying US ballgame prices.
Winnipeg is only about the size of Omaha, but there's a decent amount to do for a city of that size.
Don't go in the winter.

Heh, I guess your experience was way different than mine. The Forks was a pretty interesting area just for the historical stuff.
