So far, she can't read minds (not that that would help her against Banner), but she's shown the ability to sense the emotions and thoughts/doubts inside people and she can reveal to them visions that pretty much render them useless. We've also seen her tap into the power of an infinity stone -- hard to see, however, if that means she could tap into the power of Hulk's gamma radiation -- I think that'd be a leap of logic.
And keep in mind, all of her telepathic abilities took place in Avengers 2. She's still struggling with her powers in Cap 3. It's reasonable to assume that she's getting stronger across the board.
I think she could probably show Hulk a vision that would pretty much render him useless for a while (or longer). It's possible she could develop the ability to put him to sleep or calm him down. Maybe.
If we're just talking physicals, though, I think she can hold him off, and even negate him enough so that some creative solutions (like Natasha's "lullaby") could take place, a majority of the time. |
She was given her powers after her handlers had tested on the infinity stone. I'm not entirely sure that played a part but would make sense as to why she was so easily able to take care of Vision by tapping into its power.
We probably just don't have enough information at this point, honestly. In the comics, Hulk is pretty much immune to any kind of telepathy while he's in beast mode. We've yet to see if that's true in the MCU. And Scarlett Witch is just weird as well. I'm not even sure the producers know exactly what she can do.
