Not fraud yoy are in no way required to volunteer information. If you lie it is fraud.

Scenario 1: I was driving down broadway and the guy ran the red light. It was totally his fault.

Scenario 2: I was driving down Broadway. The car in front started beaking hard and I didn't see him. I tried to stop but I rearended him. I think it is totally my fault.

Never lie but also don't volunteer any information you dont have to. There definitely is possible liability amd I wouldn't do it at my stage in life, but almost every pizza driver you have ever met is in the same situation.
