The new season has largely been place setting for a new narractive, but it's been promising enough.

Hacker/Snowden type intercepts high level intel concerning US Intel spying on German citizens at German intel behest to circumvent German domestic laws.
Saul comes in to do damage control, which involves taking out some assets and serving up some sacrificial
. Up in the air if this will shake out as US spying on allies in order to save German intel ass, or if Germany AND US will take the PR hit.
Carrie's boss funds a Syrian refugee initiative. Carrie uses her experience to guarantee he safety when he goes onsite to tout his plan. A bomb attempt is thwarted and she gets her boss back to safety but intel [torture] reveals that Carrie was the target not her boss.
Quinn is deep cover drop boxed into assassinating a target. After he completes mission, gets a new drop box target, Carrie.
Still up in the air why Carrie is being target and by who. Could be old resentments, but the involvement of Quinn suggests someone in US intel inner circle.
