Think you're reading too much into it. It says to me that the Chiefs think he's valuable enough they want to keep him because they are paying him a lot. It gives both sides time to negotiate a long-term deal. Frankly, if the Chiefs chose to just shell out money right away, you'd have to question if they did their part to bring the deal down as much as possible. I want him signed to a long-term deal. But it's a good move to franchise him now. If we're close to the date where the Chiefs are committed to the franchise tag, that's a different story.
