You can claim the system, but when it comes down to the man, the guy has a metric shit ton of skills and physical abilities. I think he's Cam Newton level - maybe a bit better at the same stage, and he doesn't seem to be the doofus Cam is.
Personally, if I were the Bucs, I'd draft Mariota and then sign Scott Frost away from Oregon as QB coach/co-offensive coordinator. Dude has been balls calling their offense this year (I think it's been better this year than under Chip Kelly previously), he's got NFL experience and understands the game at the NFL level, especially the defenses.
I'd sign some schmuck or let Glennon get hammered another year while Mariota and Frost come back up to speed with the NFL, try for another high draft pick (particularly an elite offensive tackle) and then give Mariota the reigns in 2016.
