You need to be doing the Vanguard Tiger Strike Playlist. This will rotate all the Strikes, and set them to LVL 24. You will earn more Vanguard Reputation & marks. Then go to the Vanguard Hunter Vendor at the big middle table in the Tower, and buy the Legendary armor that you desire. Then continue to do strikes for the marks (money), and do Vanguard Bounties for the EXP to level your new gear. The Vanguard Hunter NPC will sell you the legendary armor, and the Vanguard Armory (located in the ship bay) will sell legendary weapons.
