Right, it's the addictive, compulsion to commit these ancillary crimes to obtain money that i am referring to. It is a choice in the legal sense of the term, but not one without heavy addictive pressures.

My comparison to traffic was that you were arguing we shouldn't try to prevent a harm beforehand with the law, when we do it all the time and traffic laws are just a clear example of that.
