Are you sure? I thought it was him at the time and this USA Today article says it was:

"Clady was flagged for the chop block, a penalty flag that wiped out a 77-yard touchdown pass from Peyton Manning to Demaryius Thomas."

It also says that Clady was flagged, which would make sense because Thomas was actually the first one to make contact with the defender so technically Clady created the chop block.
