I would hope that a leader that gets paid as much as Goodell does can find a more creative solution than trying to penalize people every time he wants to fix a problem. That seems to be his only solution for anything. I would hope that a leader in that position of power wouldn't look like such a lightweight when the big dogs go after him. As for these "creative" solutions you want, they apparently can't involve any rule changes or penalizing behavior that they want to discourage.
