It is common sense that the commissioner acts for the owners, and I guess I'm pretty skeptical that you've studied the tenure of each so closely that you're able to compare the details of who was better or worse.

Right, because what I said was that Tagliabue didn't implement anything. A good commissioner can balance out satisfying owners with providing leadership to steer owners a different direction when they want something stupid. That's what Tagliabue did. There was definitely not the consistent theme of stupidity that follows most rule changes under Goodell's watch.
And botched implementation has nothing to do with the owners. That's all Goodell.
