You simply don't know what you are talking about. Expansion, London, Thursday nights...many things people complain about today started or expanded with Tag. You really think there were no rules changes during his 15-20 years. He even took political stances--I recall he took away the Super Bowl from Arizona over Martin Luther King Day.
It is common sense that the commissioner acts for the owners, and I guess I'm pretty skeptical that you've studied the tenure of each so closely that you're able to compare the details of who was better or worse.
