That comment doesn't hold the same weight now that it might have a decade ago. Group sizes have shrunk steadily over the years. 3-man strikes and a 6-man raid aren't that far removed from 4-man flashpoints and 8-man operations in SWTOR.
In any case, I think what bungie themselves says is the fairest way to look at it: it's a fps with mmo elements. I think of it as a hybrid of the genres. Shooter mechanics with shooter/rpg character advancement reminiscent of mass effect in a game world with mmo elements like persistent free-roam exploration maps, strikes and raids, and reputation grinds.
I can't really look at it as either/or after playing it. It's a whole new thing all its own I think...
