Verizon had to settle with the FCC for trying to bar such applications and usage. Tethering is allowable without paying Verizon the monthly service charge. The $20/month is just Verizon preying on people's lack of understanding.

Why then, would Verizon tell him that he can't use the native hotspot feature on his current Verizon plan? With the info in your link, how could they deny him that feature?
