I doubt they'd be fugitives. Unless they're on the run from elements of Hydra. I don't think there's any official organization that would be after them, though.
I think, based on the movie, that the Clairvoyant was actually Project Insight, or an individual using Project Insight, and that what we may see Tuesday is a continuation of the SHIELD/HYDRA sort-of civil war after the events of the movies.
That gets resolved, then suddenly we have, sort of similar to your a-team scenario, a rogue, unaligned team left with no connections (Fury is "dead") and no resources. You know: how do they keep the plane going with no SHIELD support? What the hell are they even going to do? They won't have anybody to rely on now.
Should be interesting. It has a potential to basically reboot the entire series, throw away all the elements that weren't working early on, and build on what has worked well over about the last half-dozen eps. When it's basically become more of a spy/thriller show than a sort of watered-down marvel universe version of the x-files, hunting their 'monster of the week' if you will.
