It is do to the Republicans. You know the guy who coaches the Republicans what words to use in discussing things like death taxes instead of estate taxes. During the Bush administration, he lobbied to use Climate Change (which has always been used as well as sometimes Global Warming in science literature.) because it sounded less ominous. It is on record. That is how it was introduced into mainstream parley. And scientists saw that a step in line with what they always used in talking about the rising energy flow through the troposphere into physical connected environmental systems do to rising Greenhouse Gases mostly associated with human activity.
