Running backs sort of need to be exempt, yet they really can't be exempt, given the overall purpose of such a rule. This should be interesting.

Targeting in CFB is probably the worst rule in sports, so hopefully Breer is right that there are significant differences. It probably needs to be closer to Flagrant 1 and 2 fouls in the NBA, because the CBB versions of those are also horrific.

I love these ambiguous rules that will completely confuse the refs even more!
