Why do black people cross the street so slow?

I live in north Scottsdale/PV area which is not diverse. I am the first to admit I don't get inner city. On several recent occasions I've had to drive down town for business. Every time I have, including today, I've had to sit at a light waiting to turn because a black person deliberately walked as slow through the intersection as they could. Other people walked by them at a normal pace but they just sauntered. On one occasion the person looked at my car and actually slowed down even more.
What the hell? Am I imagining this or is this some kind of thing?

Racist

The answer is: To let you know who is in charge / to stick it to The Man.

I think you've asked this before. I don't think they like you for some reason.

I may have brought it up before, don't know. But it's happened several times recently and I can't figure it out. It isn't me, I've sat several cars behind when it happened though one I was in front, dude looked at my car, and actually slowed down.
You're a douche but you aren't dumb. You know this isn't racist.

We have talked about this before. A friend of mine drives a cab for a living up in Rochester, so he basically drives around the city all day. He says they do seem to do it intentionally.
Maybe it's just a city thing though.

LMAO It is a thing but I have no idea why.

Happens here all the time.

Happened to me near Quincy/23rd last month. Bad area of town, but it was more than slow jaywalking. They were trying to block me near Ashland Park. Of course, I don't mind running shit over, and they hopped to with a second to impact

It's not a black person thing, it's a young person thing.

I know the mentality.

It's a, "**** you, i can do what i want and there ain't shit you can do about it" kinda mentality.

Also, the larger the group, the slower it moves.

Or when someone walks down the middle of the lane in a Walmart parking lot.

Next time, honk at them, and yell for them to move it.
