The City of Horton is a city of the second class and operates under a commission form of government. Horton City Code 1-201. A city of the second class is any city that has been declared by the Governor of the State of Kansas as having a population between that of 2,000 and 15,000. K.S.A. 14-101 (1872). The City of Horton is one of only 14 cities of the second class, out of 91 total, that operate under the commission form of government in entire state. §1.19, Michael Heim, Kansas Local Government Law, Second Edition, 2001. While state statute provides that cities chartered under article 11, chapter 14 of the Kansas Statutes shall have one mayor and two commissioners, K.S.A. 14-1204 (1968), “cities under their home-rule powers may establish different forms or make variations in statutory forms” of government. §1.12, Michael Heim, Kansas Local Government Law, Second Edition, 2001.


Horton City Commission. Under the home-rule power, the City of Horton has abrogated the statutory number of members on the commission and has created five members. In Horton, the five members of the commission are the mayor, the commissioner of finance and revenue, the commissioner of streets and public utilities, the commissioner of parks, and the commissioner of police. Horton City Code 1-201.

There you go. I spent my middle school and high school years in a house across the back alley from that building... that was where my dad worked those years... and I'm currently sitting 3 blocks south.

Thanks, I am. I don't take exotic vacations where I get all inclusive food and drinks and dancing girls... I tend to take them where I can help put up siding and clean moms garage lol.

This is the only thing I came up with, everything else is Shawnee Mission Lake in KCK.

Not quite... although they did dredge it 2 years ago. Mission lake, Horton KS is actually a big lake with good camping and fishing. I'm seriously thinking about applying for the lake caretaker job in a year and a half. Get a little house on the lake to live in if you want it. The crazy thing is that that job is open right now but I'm not ready to move back here yet.

Live in the little yellow house on the lake rent free... if you want. Upkeep of the grounds... Hickory Point park, volleyball courts, scout camp, shelter houses and grounds, camping area's, spillway, little lake, some work on the golf course... a lot of mowing, keeping docks in good shape, building new docks, checking bouys/water levels, clear the grounds for 4th of july fireworks. Take camper fees and make assignments... etc.

It's a lake caretaker job and everything that entails. I think the official title is Director of Horton Parks and Recreation. There's like 2 other small parks in town. The newspaper said applications were being taken this month because the former Director resigned. I don't know anything more. No idea of the pay. I just know kiddo has a year and a half of high school left and I'm not leaving until she goes to college.
