In humans, the cerebellum (major input and output center for coordination) doesn't fully develop until a child is 2. Hence why they have trouble walking.

Maybe cats are similar, but I wouldn't know.

Eh, I'd say the floor has much to do with it. My dog is funny on our slippery tile in the kitchen. He has a hard time getting traction going or stopping. Quite funny. LMAO
