I think the person who was standing still on a short wall at the :44 mark made what was likely a fatal mistake.

It's vaporous. Look at the still in the video picture before pressing play. It's the white thing under the play button. It changes shapes as it climbs up the wall. It was tough for me to see at first too. I really don't know what to think about it.

That's what I was saying, but it moves three different times Just odd. The second time you see it, it looks like it grows legs as it scales the wall. Just thought it odd.

yah, looks like some kind of gas that is blown out of a line and then quickly dissipates, but it's freaky to watch.

It did move a little more unpredictably than you might expect from a gas.....but who knows.

Maybe water pressure forced through weep holes in the flood wall? Water pressure forced out of storm sewer inlets or sanitary manholes. Or gas line rupture but it wouldnt just stop till the gas was turned off.
