Aquarium Light...
 
Light in the hood is flashing on and off. Most likely the bulb or the starter?

honestly. it could be either.

get a bulb. still does it? take it back, get a starter.

i've had the same issue last year.

That is in all likelihood the bulb. In my experience that is how fluorescent bulbs go out. I'm not an electrician but it seems like the starter merely starts the bulb and doesn't keep it going.

You might need to add a few 9V batteries. Just drop em in, and the electricity will flow directly to the fixture...

Huh. Can't say I've ever seen a fluorescent do that. Usually if the bulb is bad, it will flicker. If the ballast/starter is bad, the bulb will either not light at all, or barely light up, but not flicker. Usually when a bulb goes bad the ends of them get noticeably dark, so maybe check for that.
