They booked the entire heel stable that way, not just Orton. I mean, I don't know why anybody would think the 6-man tag will be competitive, since Legacy can't handle any single McMahon with a 3-on-1 advantage.

They really should do a slow build with this and resolve it at summerslam with Orton going over, but they don't do that anymore. It probably ends with HHH going over at Judgement Day.
