That's nothing. It will give the back-up a chance to show what he's got just like Brady got his start.

And you still have NO PROOF he actually sought to get the balls below the lower range of the PSI allowed. NONE. NOTHING. So you have nothing to claim he's a cheater. Just an appeal to ONE authority.
