From what I've seen/read, it seems like there was a pretty broad consensus that it was a bomb, and you use it. There were a few scientists who had started to go the other way on it, but I don't think the administration or many in the military (other than Leahy) really stressed about it.

Actually, that's not true and there's quotes by some of his generals which show they were opposed to it.
I posted a good amount of them several years back. It was Truman's decision and he took full responsibility for it.
