There was a third banner calling Clark a tightwad and there was also a chopper flying low with something that looked like some type of 360° camera below it

For instance, the rotating ad screen billboards are $600 per day around here. Just the printing and sending out a crew to install a traditional billboard is a couple grand and then they want you locked into a 6 month contract. Billboards in the big city aren't wise investments for grass-roots efforts - especially billboards with close proximity to Arrowhead.
