I think it's because the Browns just voluntarily agreed to pay Brock Osweiler $16 million this year, but that's just a wild guess.

It's not so much because they did it, it's because they were in a position to do it.

The organization is such a dumpster fire that they just burned cap up while other teams are treating cap space like gold. It takes years of stupid moves to make this move a "smart one".
