OK, I'll give an honest answer. It's all about perception. When you see cleavage or side boob or underboob you are seeing a glimpse of part of a woman's body. Visually speaking you (if you are attracted to women) fill in the blanks but it's still considered sexy rather than crude (not to me, but to society) because most of the body part appears to be covered. Once a certain line is crossed (a region really) the perception is that the woman is nude. The nipple is the line for boobs. Pubic hair or the side of the mound is it for the vagina. For the ass...it's the ass crack. That's the difference.
I'm perfectly fine with nipples. I had a female friend that would go topless and hang out with the boys when she was about 11 years old and hadn't gone through puberty yet. It wasn't a big deal to me. When I was in France I hung out at a nude/semi-nude beach and got used to it fairly quickly. The problem is that most people aren't perfectly fine with nipples. Men and women included. If this was just a guy versus girl thing then the nipples would already be free. There is a larger female Voting Age Population in this country and women, if they really wanted to, could band together and vote in a lot of things. It doesn't happen because issues aren't that simple.
