I'm not sure it's mass hysteria, there are many reliable news/gov't/private sources out there that state it is in fact a problem in the USA. The people most predominantly targeted are females and children. Anything that makes people (my daughters) more aware of their surroundings, whether true or not, is not necessarily a bad thing.
