It wasn't until the modernization of Europe and the growth to power that led to the nations becoming more civilized, that it started to go away. If the Persian empire had remained the most dominate force in the world, we would likely be the people doing these sorts of things.

Asian countries have also been known to do crazy shit like this prior to the U.S. dominating them and westernizing them.
