If his deep schemes aren't there but he has a check down available you want him to force the deep pass just to satisfy the masses and show off his arm? How do you think he kept his Int's down? He made the smarter decision to not force the situation, knowing that they would eventually come up to guard against the dump off and he could bomb it to Austin or Bailey.
